The Massachusetts Society for the Prevention of Cruelty to Animals — MSPCA — was founded in 1868 by George Thorndike Angell, a Boston attorney whose decision to organize a humane society followed a single specific incident: a horse race that killed two horses on the road from Brighton to Worcester. Angell wrote a letter to the Boston Daily Advertiser calling for an organization to prevent such things; the MSPCA was incorporated within months.

The organization is one of the very oldest humane societies in the United States, second only by a few years to the ASPCA in New York. The 1915 founding of Angell Animal Medical Center, originally as a veterinary teaching hospital attached to the MSPCA, eventually led to the modern merged identity. MSPCA-Angell today describes both the humane society arm and the veterinary hospital, which remains one of the most sophisticated veterinary teaching and treatment facilities in the world.

How they work

MSPCA-Angell operates adoption centers in Boston, on Cape Cod (Centerville), and in Methuen (north of Boston). The main Boston campus on South Huntington Avenue in Jamaica Plain houses both the adoption center and the Angell Animal Medical Center hospital.

Adoptions begin online or in person. The application is short, the interview is conversational, and meet-and-greets happen for animals that look like a fit. Adoption fees vary by animal and time of year.

The organization operates as no-kill in current practice. Animals with significant medical or behavioral needs are stabilized in-house — and given the Angell hospital's proximity, the medical capacity available is among the highest of any humane society in the country.

Beyond adoptions, MSPCA-Angell runs:

  • Angell Animal Medical Center — a Level 1 trauma veterinary hospital with full board-certified specialists across oncology, cardiology, neurology, surgery, and emergency medicine. The hospital handles thousands of cases annually, including referrals from across New England.
  • Animal Law Enforcement — MSPCA Law Enforcement Officers are sworn state officials authorized to investigate animal cruelty cases under Massachusetts law. The arm has been operating in some form since 1868.
  • The MSPCA Pet Care Assistance Program — financial assistance for veterinary care for households that can't otherwise afford it.
  • Foster networks handling puppies, kittens, post-surgery recoveries, and seniors.
  • Behavior and training programs for animals requiring rehabilitation.
  • Humane education programs in Massachusetts schools.
  • Advocacy and policy work at the state level — MSPCA has been involved in nearly every significant piece of Massachusetts animal welfare legislation for over 150 years.

The institutional weight

It's hard to summarize MSPCA-Angell's role in American animal welfare briefly. The organization predates the modern shape of the country's animal welfare infrastructure and has been a participant in shaping it. The Angell hospital alone is one of the most important veterinary facilities in the world — many breakthrough treatments for companion animal medicine have come out of Angell research over the last century. The humane society arm has been a model for organizations that came after.

The Jamaica Plain campus has, over its many expansions, become a piece of the Boston neighborhood's daily fabric. The volunteer dog-walker rotation passes through the JP streets daily. The Angell hospital is one of the recognizable Boston medical institutions, mentioned alongside the hospital-row institutions in the Longwood Medical Area.
